The word "may" has a specific legal meaning. There's no perversity in its interpretation. Most laws will either say "may" or "must" which determines the scope of necessity of the action.

The word may indicates the list of powers that the conservator has. It means that the conservator is not required to take that action, but must still limit themselves to those powers.
