The new Attorney Gen'l (Jeff Sessions) stated in his confirmation hearing that if Congress doesn't want marijuana laws enforced, they should change the law. This may get that ball rolling -

This is going to be a slow process but could escalate quickly (as well as the price of this stock - slow for now but then a rapid increase in price).
