You're not getting it. Sessions can't just invade California (as well as 27 other states) and close down every grower and dispensary. There is a process to unwinding the bills that each state has passed to legalize MJ. That process starts in the court system by filing a lawsuit challenging each state's MJ bill. That will take years after the appeals process is exhausted. And even if he succeeds at that level, he must then get the cooperation of local law enforcement to shut down all MJ operations in each state. He simply doesn't have the resources to do that and by then Trump's term will likely be at an end anyways.
