The OS is pretty much maxed out at the current AS. Currently the company is not selling jack for shares. Most all the shares are being slowly soaked up by investors that will hold for gains, or being transferred from 1 MM to the next. Until they RS or raise AS the company's hands are tied.
As for who sold the 5 billion shares c'mon man I'm not even going to get much into such a rhetorical question. Selling billions of shares is a pretty common theme for microcap stocks. They could raise their AS by 5 billion more, and still have a better Share structure than a lot of these microcap companies that are out there. If they do they could still see a rise in pps. IMO they will have to do more than open a website to achieve such success though.
