give a loan + interest and also take stock ( that includes warrants)

These reactions, though, go well beyond the scope of Wheeler’s actual ruling, which ultimately came down to a simple question: Did the Federal Reserve have the legal authority to take over a private company? (As part of its bailout of A.I.G., the government took ownership of 79.9 per cent of the company.) Wheeler ruled that it did not.
