It looks like Rancho Costa Verde has taken a long to develop anything, they haven't even built roads yet. I think Jan's initial plan is different,

We plan to select an initial small part of the land which will be the first phase of the development, to be completed with all infrastructure, i.e. water, sewage, tarmacked roads, street lighting, etc.

I think Jan will might focus on Condos at first instead of homes. Probably easier to convince someone to buy or rent a condo than build a home.
