I guess they need 50 millions to buy the float if every little investor wants to sell. But they have to buy the other shares of AJW and Hayes to take the control of the company. At least Inwith needs to buy +50% of all shares to control it. But if they make an offer I guess it concerns ALL shares, float or not, at 100%. For the vote I guess Hayes and AJW are already agree so they will vote yes and the deal will be done even if the shareholders of the float say No. Majority is majority.
