Right and he has to now sell his goods in competition with other goods coming from other countries that don't get the tax. Why then buy chilies from Mexico? Why not buy them from somewhere else? If Trump slapped a general tariff on all goods coming from Mexico it seems to me it very well could effect the deal, possibly causing it to fall through. But again I have no idea.
