Mel Watt is actually the only person who can legally remove the GSE's from conservatorship as per the guidelines of HERA the director has to submit a letter saying he is releasing them.

He is on the record saying he will not release them until housing reform is done by congress.



Mnuchin has the power to stop the NWS via the third amendment of the SPSPA agreement. But he cannot cancel the warrants for common stock or cancel the SPSPA until 2018 as per the direction of congress.

Congress, if they do not renew these terms would hand discretion over to Mnuchin in 2018 and since the warrants were taken as collateral could theoretically cancel them since the debt is pretty much paid.


There are numerous lawsuits going on by shareholders that have the potential to put a thorn in the side of the government.
