It's what I call fringe insiders. People who may have knowledge of a deal, but not be true insiders. For example, I was in the computer business in the early 80's, I had fringe insider knowledge regarding Apple and Microsoft. I dealt with them as a vendor, knew things the typical investor did not know, but wasn't really an insider. This is why you see volume increase and price, just before a big announcement. The fringe insider tells their family and friends, etc..
