Here in the U.S. if the skin is broken and the owner can't provide proof of vaccination, off comes Fluffy's head to be sent to the lab for rabies testing. Also here in the states, we would ring the mayor's friend's ass for compensation or else he has to explain Fluffy's disappearance to the wee kiddos.
