Civil Complex cases are assigned to Department 35 for judicial management to avoid placing unnecessary burdens on the court, litigants, and to expedite the case. The Honorable Alan Perkins presides as the complex case management coordinator.
Characteristics of Complex Civil Cases
Antitrust or trade regulation claims Construction defect claims involving many parties or structures Securities claims or investment losses involving many parties Environmental or toxic tort claims involving many parties Claims involving mass torts Claims involving class actions Insurance coverage claims involving Trade regulations or class actions Other Cases Which Involve: Numerous pretrial motions raising difficult or novel legal issues that will be time-consuming to resolve Management of a large number of witnesses or a substantial amount of documentary evidence Management of a large number of separately represented parties Coordination with related actions pending in one or more courts in other counties, states, or countries, or in Federal court. Tentative Ruling: Unless otherwise specified, the court does not normally issue tentative rulings for complex case management conferences. Nonetheless, counsel should check for a tentative ruling after 2:00 p.m. on the day before the hearing.
Law and Motion: Unless the Presiding Judge has specifically assigned a case to one Judge for all purposes, all law and motion matters remain in the law and motion departments assigned to the case (Departments 53 or 54). However, Class Certification Motions will be heard in the complex case management department to which the case has been assigned and Case Management Orders are to be delivered to the complex case management department to which the case has been assigned.
Trial Setting: Civil Complex cases will be scheduled for trial by the Complex Case Management Judge in coordination with the Presiding Judge and the Head of the Civil Division.

Case Management Statements: All case management statements are to be filed fifteen (15) days prior to the hearing with the clerk of the assigned department.
Counter Designation Statements: Counsel is to call the clerk of Department 35 for a hearing date and time for a counter designation hearing and deliver a copy of the counter designation statement to Department 35.
