PCHM is in 46 states (year end 2015), and half the country is now interested in 24/7 programs. There is a positive trend. Look at the states that applied for grants, but were not awarded. Only one of those 12 states had a pilot program.
There has to be many more states that now have a pilot program or are close to launching one.
