I don't think I ever said that. Their financials show both sales and administrative costs for employees.
The fact is that PHOT failed to remit payroll taxes for employees. This is a serious offense, so PHOT indicates it is trying to resolve it and its other problems. Not clear what penalties they face.

Their financials do also show they have never made money......ever. They have always lost money, thus the need to issue so many dilutive shares at steep discounts to stay afloat longer.
