I don't think the FDA is that uncaring or stupid. I was a bureaucrat myself before I retired and I can tell you that it is a slavish adherence to regs and inability to see the big picture that makes decisions so slow to arrive. I am hoping that this will change now, but it is like turning a battleship around.
