Yes. I take this as a statement of fact: it is true and also does not give away any of his thoughts or plans on the matter. He simply (and truthfully) denied ever having said those words.

Later, Sen. Warner said something about Mnuchin's commitment to not recap and release as part of a question, and Mnuchin did not address that comment in his answer. Sen. Crapo also improperly referred to the conservatorship as a receivership and Mnuchin also did not address the mistake.

If I remember correctly, at least one other senator also asked Mnuchin for a commitment on some policy issue or another, Mnuchin gave a noncommital answer, then the senator proceeded as if Mnuchin had said yes. I'll have to go back through the transcript to find it.

Either way...I think its definite to say that he does not think that restructure is the same thing as recapitalize.

I'm not so sure about that. Nothing I have heard from him leads me towards or away from your conclusion.
