The previous allowance for lead in solder RoHS limit was 1000 ppm, now it is "Zero" at the same time under the previous guidance "Cadmium was 100 ppm"....It's going to ZERO as well...It is really nasty stuff The reference is if 1000 ppm was allowable for lead based components and 100 ppm for ":Cadmium" you can see where the focus for "Green Technology" is projecting a product road map.

Cadmium will be "Zero " as well... Its just a point of calibration as to what is going to be the final outcome. If you have any electronic device containing any amount of "Cadmium" you will not be able to get rid of it.
