Not just Muslims, this has been going on since I can remember. In 1980 I had a friend that owned a store. He would buy food stamps (back then they were stamps, he would have stacks of them) for $.50 on the dollar. Everyone knew, no one cared....

THAT IS HOW GOVERMENT PROGRAMS EVOLVE.....
