That's a pretty simple question to answer. Fidelity would not let you purchase INCC from the chill. Now they will. You don't think that opens up several thousand more potential investors who use Fidelity and would like to have purchased before? My brother had to open an ETrade account just to get shares.... now, problem solved for people who's brokers weren't allowing purchase of INCC.
