Yes it must have been quite an effort, like the sound of all of those departments, lets hope they can really support this project and get things moving quickly.

If I recall it was the Department of Agriculture and Rural Development that raised the original concerns regarding the lack of a framework for GM Organisms. Looks as though they are now on side.
