In my opinion pharmacies will be distributing cannabis derivatives by some point in 2018. You will need a legitimate presciption to access it through Shopper's or Rexall. I would bet big that the vast majority of people who have "medical" marijuana prescribed through street dispensaries never showed an OHIP card to anyone. These clinics are neccesary to streamline patients into the new medical era.
On a side note I think we will see insurance covered cannabis derivatives in the post-rec medical market. I doubt dried buds would be covered but the gel cap pills will be.
