Not all trading among market makers has to manipulative any more than trading on the trading floor of the NYSE has to be manipulative.

All subpenny traders tend to only think of market makers as evil entities, but they forget that the whole point of market makers is that they create a market for the subpenny stocks. Without them, there would be no OTC stocks getting traded.

As such, market makers are given LOTS of discretion regarding what they do.
