It takes the FDA that long to prepare the minutes, so they can "prioritize" their duties. It gives them ample time (30 days) to give any additional information needed, that was not provided at the meeting, as well as answer any questions ELITE asked during/post meeting (that they needed more time to answer or provide information). All this while working on all of their other duties. Sadly, this is also how politics and lobbying comes into play (not necessarily with minutes, but their other deadlines. Although they could look for more hoops to jump through in that time), because in the end the FDA can do whatever they like and postpone whoever they want, unless someone appeals to the courts or congress. Corruption isn't a new thing in governmental organizations.

Elite already knows the outcome, as I'm sure someone on their end was writing down in detail, and that's why they said they would initiate whatever needed to be done, immediately. I also believe someone told 'Joe Shmoe' who told 'John Doe' and 'Jane Doe' etc, and that's why we have had the price react the way it was.
