Vapor Group Inc (VPOR)

I watch this every day, why it doesn't go up like the other penny stocks when vpor has high volume? Very confusing.

I see other penny stock with no physical businesses and po bos addresses, at the same stock price and trading volumes as vpor, but they move very fast like 0007 to 003 within hours, or 007 to 014 like icnb does.

What's broken here, or what keeping it from racing fast?
