I have to disagree with you ...
BP´s wants to make money .. to make money you need to balance Risk vs Reward (hence the negotiation and buyout before the FDA Green light) therefore if you buy a proven drug then there is no mayor upside for gain .... why ... well you already know how much is worth.

In other words if you want to make money you need RISK ... NO RISK means SMALL GAIN.
The sweet spot (for PURE Gains vs Risk ) for a buy out should be someplace between Pre Trials and PIII not at the beginning nor at the end of the curve.

That is the reason BP´s have special teams just dedicated to merger and acquisitions it is a complicated dance.
