There seems to be some ambiguity about how the word "release is being used ... What CAN be done with the stroke of a pen, is this. A "Fourth Amendment" can be written, terminating the Third Amendment (NWS), thus clearing the way for capital to be retained. being "released" is essentially the termination of the conservatorship and THAT as you have pointed out, is not accomplished so easily.

This is my understanding of the situation.
