I personally believe the Obama Administration has given Cuba too much in our $ by easing parts of the embargo too soon. If we give up too much to easily, the claims will NEVER be paid. I think Trump will repeal some of the removed parts that Obama put into place...but this is a good thing for us long-term.
I think it's safe to say that a settlement is a ways off either way.
One thing to key in on for the Trump administration is whether he can get it so US Nationals can privately fund the Cuba payoff. Trump himself or some other well to do may take a whack if they can reap a % of the repayment from Cuba over time (or get area rights from Cuba). Just a thought. But currently this is illegal by US Law.
