To list a bid or ask the size of the order needs to be 5000 shares minimum.
This is why you see many trades in the pinks of 4999.
This keeps your order from being on the ask or bid.

Lowering the ask can cause others to sell
So if I wanted to sell 25000 shares at .054 but didn't want to lower the ask I could place 5 orders for 4999. They would be invisible.

You place a buy order for 10k @ .055 and they fill your order at the lowest asking price which is my .054 orders.

Whenever there is a spread and I am buying I start my buy at .0001 above the bid.
If my order changes the bid I move my pps up until I get a fill.

There could be hundreds of orders between the ask and bid on a large spread.
