I'm afraid that seems a bit inconsistent to me.

It isn't. I'm not a diabetic or a woman. I'm certain that my Costco store sells meters, strips and lances because I've seen them. I'm also certain it sells tampons. I don't know which brands it sells for either of these types of products.

"Joe is the friendly pharmacist at the Costco in Wilmington, NC", which seems to be where you know for a fact that they carry meters, strips and lances.

It isn't.

This remains a suspicion: "I suspect that all, or virtually all, Costco stores sell strips and meters"

I honestly believe it's highly likely that all Costco warehouses carry them, but the suspicion has little to do with DECN products and Sams/Walmart. The suspicion could be pursued, but would turn out to be a waste of time. It would only verify my assertion. And I'm certainly not going to waste my time pursuing it. But I encourage anyone to do so, if they believe that this is a legitimate issue.
