For what regards your questions about the reasons Odidi is not promoting IPCI and its tech I think the possibile answers are.

1- for whatever reason he already knows how this story it's going to end (=very well)

Shameless promoting is of course to be avoided, however, promoting to get the stock up to fair value levels is a good thing.

if a buyout happens, you want a higher base to bargain from I would think. Also, it is hard to argue what the true value of your company product is if the market does not value it that way.
