Did anyone actually think "The People's Republic of California" would raise taxes on cigarettes without doing the same to e-cigs, vapes, juice, etc.?

Prop 56 added about a 70% tax to vapor related products. It is said that it will be cheaper for vapers to go back to smoking and that thousands of shops will close & the new tax will likely kill the entire Vape industry in CA...
