What does he mean by "An action that will continue to grow shareholder value?"

Did he mean by having those payments made, the stock value would increase? If this is what me meant, then he apparently was wrong

Or did he mean keeping the trials going, will increase shareholder value? This would be a stupid statement because obviously if they stopped the trial process the stock would tank.
