I've never seen a 000 stock not do an RS just because they're current. They have to reduce the OS/AS. Rumors of that may raise the PPS 2-3 ticks but they will go back down when people cash in. Always happens. Buybacks on the other hand push PPSs up 10x or more. Even that being said, how does a company that's in the 000s get the money for a buyback.

Things to consider, and if I'm thinking them I'm probably not the only one. And it takes new people to buy those shares. And those new people, they're thinking it.
