My read:

3 CEOs in a year, several scrapes with the legal community, sp that even the best news cannot hold above .50. Up until very recently, no info from the company, aside from some late and amended filings with the SEC.

If this were truly an American company, I don't think I would touch it.

I find the story here intriguing, but I am beginning to think that all of the magic stories are just that and that the only thing to do is to swing trade it until it gets close to proven reserves, which I think it will do ( someday, and furthermore they have a real history of being late with almost every timeline, so if you're thinking sooner rather than later, I'd get a new calendar)
