Any 'stupid' tinkering with Fannie & Freddie without providing an Effective 'backstop' which the US Treasury was and continues to provide till now will definitely lead to a collapse of the 30-year mortgage market and will crater home prices as there would be no mechanism to 're-package & re-sell' these loans.
