Here are my thoughts on the above ( As I do commercial Agreements) JMO

Yes I assume there are agreements already signed and in place however they are conditional e.g.. Fibre consistence and the ability to mass produce. Hopefully the delivery of theses samples will remove the conditions within the Agreement and they will announce the solid Agreements ( contracts) soon.

Get em will you can at this price because it will not last long.
