Yes. They agreed before to do the same , and a few months after the world learned that there never was any slowdown . I just think it's impossible for countries that literally are fighting proxy wars and distrust the other to their core, to agree on anything , especially when there's $ involved , absolutely no real time verification mechanism in place . The only way the world will find out this " deal " was a sack of thinly veiled " hope " is a few months later through supply numbers , just like the last time .
