Typically gag orders are lifted if something is resolved

Thats not the case with Dr Baruch. In fact, the article clearly states they lifted the gag order to make his name public. In other words, they were protecting Dr Baruchs name. The lifted gag order was a bad thing for Dr Baruch. If they never lifted the gag order, this conversation wouldn't be happening BTW.
