I think differently. He chose those other people for their stance on unrelated issues, i.e., choosing Sessions for his immigration stance, not his cannabis ideas.

His appts will do his bidding. Peter Thiel is huge for the sector and now with this news of a potential pick for FDA, the plot is thickening towards his real goal. wink
