Back in the day, this was a tactic used by big board stocks (and some mutual funds) on the last trading day of a quarter. This made the published reports look better at those cut off periods.
The term "window dressing" was another term used to describe essentially the same thing.
You don't see this much any longer. There are hired regulators that target exactly this.
