It depends where you are. If you're in the privacy of your own home it's fine but out in public it is illegal. The problem I have with it is that it seems to be a contradiction of terms. How can you be both naked and have shorts on. I see two possibilities. 1. You're naked and you're a short person. Or 2. You have body painted shorts on. Either way I wouldn't recommend it again unless you're in a private place.
