If you take 100M shares out of circulation, that lowers the float and reduces the number of possible sales. Now buys move the PPS up faster. I don't think they had 3 Million to spend to begin with. I figured it as a security blanket for the purpose of setting investors at ease. When the certs came flooding in, they realized they were in too deep. Some how or some way I think they will pay off all the folks that sent in certs but I don't see the company buying any time soon. BTW, when a company buys stock, usually at the bid, it takes these shares out of circulation, if not for just a while, so the float gets smaller and the price increases easier. Turning in certs is similar to a buy. Those shares can't be sold anymore (for the time being) so the emphasis is on upward movement not downward. As long as we stick around this area, not much is being done...except the certs sent in can't be sold yet. If it weren't for the low volume, I'd say that someone is still selling, but low volume also means nothing remarkable is happening.
