My other theory is that they are just trading between themselves down here to build frustration and lure people into selling anywhere up to below .004 so they can cover at least b/e. I think if dilution was the issue they would periodically let it run so they could short higher and cover lower with the shares they know are coming. I have more than a few times seen a market maker short a little higher right after I have put a sell order in in thinly traded stocks. Maybe we should all agree to sell 10% of what we are holding so the price can go higher. Just kidding but the irony....
