A "quiet period" does not apply to TALK.

They have not filed any registration statement with the SEC. And TALK is not uplisting anywhere, as they do not remotely qualify to list on any exchange.

They are simply seriously delinquent with their legally required filing obligations.

There are no legitimate excuses whatsoever for their failure to file.
