The terrorist do seem to be going back through their old play book from what is being reported

Why don't we have a playbook to counter their "old" playbook?

For instance, last week's plot was not the first time that liquid explosives have been used by terrorists. In 1994, the Islamic radical Ramzi Yousef successfully detonated such a device on a Phillipine Airlines flight between Cebu and Tokyo.


Why do we have to wait until they try it again before we counter the threat?
