The Question should be: "Why is Peregrine Pharmaceuticals still a "Small Cap Biotech" after 35+ years of existence?" Even the current Leadership Team has been in place for over a decade and the PPS is at a measly $0.31/share with an RS looming over the horizon.

1. Who really cares what CEO King says in a crowded room? Like the way he said that Bavituximab had an Astronomical Valuation a few years ago. Yeah.. what he says and happens are polar opposites.

2. Yeah.. Exosome Test.. merely another Carrot to lure investors.
