Yes, let's get rid of the bottom 25 states. Oh, but wait, then 12 states would be in the bottom of the new 25-state union. So let's pare that down to 13 states (what a nice number).

Now 6 are in the bottom, so pare that down to 7, then 4, then 2, and then you just have to get rid of that 1 last state, and blamo! - you've cut all the freeloaders loose! good plan.
