well FTR because VW decided to cheat! They were more profit motivated than they were aware of Tesla and the emerging lithium market. They did not see profit in the lithium market because of cost and uncertainty much like Toyota that was betting on hydrogen.. Just another classic story of trying cheat and compete . They got caught so now they trying to live up to their deception.!!
