Of course they do. Often press releases are published through other channels but that's not what defines a press release nor is it a requirement to meet the definition. As an example, of The NY Times wishes to issue a press release about itself, only self-publishing does not in any way disqualify it from being a press release. The NY Times doesn't need to get the Washington Post to publish it too and SNST, likewise, doesn't need a second party before a press release fits the definition of a press release.
