According to federal law if you have 49 plants or under at cultivation facilities you can not be prosecuted on the federal level, the state would take over the case.
In dispensaries if you have 110lbs or less onsite you can not be prosecuted on the federal level. Again the state would handle the matter.
In states where its legal the case would be dropped, the marijuana might be seized but that is about the worst the feds can do.
Long story short they will NEVER be able to stop it because it will be growing like wildfire everywhere. You will have micro cultivation centers everywhere, and a kid on a bike that goes down the street and picks up more for dispenseries running low, because they might go through 110lbs a day. Constant restocking would take place. As long as they abide by the "loop holes" everything will be fine.
The feds would literally bankrupt the country in Cali. alone.
